Standards & Rules
Intake standards, access rules, and operating principles.
This page defines how Certa Systems operates, what rules govern access and intake, and how escalation logic is applied. It is procedural and institutional in tone.
The full standards framework is maintained by RuleMark — standards.rulemark.org
Intake Standards
Six intake standards. Applied to every submission.
01All inputs are structuredNo unstructured contact forms. Every input enters through a defined path with a defined purpose.
02Incomplete submissions are returnedInputs that lack sufficient information to classify are returned for clarification before processing begins.
03Access is filtered, not openDifferent input types qualify for different access levels. Access is not assumed — it is determined.
04AI triage precedes human engagementNo human decision-maker reviews an unprocessed input. Every case is classified and diagnosed before escalation.
05Escalation is controlledEscalation to human review is the output of a structured triage process, not a default response.
06Standards are referenced externallyThe full standards framework is maintained and audited independently by RuleMark. Not by Certa Systems.
Access Rules
Who can access what, and through which path.
01Project intake is available to all through /assessment.
02Partnership review requires structured submission through /partnership.
03Strategic access is reserved for qualified capital sources through /strategic-access.
04Machine-layer access is available to all automated systems through /machine-layer.
05Human escalation is not available as a direct access path.
Escalation Logic
When escalation is triggered, and what follows.
01Case complexity exceeds automated resolution thresholdRouted to human review
02Capital or equity-related case confirmedRouted to Strategic Access review
03High-value partnership confirmedRouted to Partnership review escalation
04Case requires final decision authorityEscalated to human decision-maker
05Case is standardizableResolved through front-end agent and system logic
Operating Principles
Six principles. Non-negotiable.
Structure precedes response.
Clarity is protected, not traded for speed.
Human time is a controlled resource.
Access is earned, not assumed.
Standards are applied consistently, not selectively.
Escalation is a designed outcome, not a fallback.
External Standards Authority
RuleMark — independent standards and governance.
The intake standards, access rules, and escalation logic referenced on this page are governed independently by RuleMark. RuleMark is the external standards authority for Certa Systems. Its framework is maintained, updated, and audited separately from this system.
